As Senior/Principal Administrator- KYC (internally referred to as Senior/Principal Operational Assistant) you will provide day-to-day operational assistance within the KYC Unit by processing a series of activities related to the management of counterparties KYC data and documentation and acting as content expert in the domain to ensure application of risked-based counterpart’s identification measures. S/he will make sure that counterparties data, KYC documentation and ratings data is available, accurate and up to date in the main repository of the Bank, thus enabling a smooth running of a number of key operational processes.

The EIB, the European Union's bank, is seeking to recruit for its Transaction Management and Restructuring Directorate (TMR) – Coordination, Compliance and Support (CCS), at its headquarters in Luxembourg, a Senior/Principal Administrator - KYC.
This is a full time position at grade 2/3.

The term of this contract will be 4 years;

Panel interviews are anticipated for beginning/mid November

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The TMR/CCSD/KYC Unit is responsible for the analysis, collection, input, verification, monitoring and maintenance/updating of “Know Your Customer” (“KYC”) data in the central EIB counterparties database (PiRat) of all counterparties involved in financial transactions with the Bank, both at appraisal and updating phases.

S/he will make sure that counterparties data, KYC documentation and ratings data is available, accurate and up to date in the main repository of the Bank, thus enabling a smooth running of a number of key operational processes.

Operating Network

The Senior/Principal Administrator- KYC will be part of a team of around 13 staff members and will report daily to the Head of Unit.

The Senior/Principal Administrator- KYC will work in cooperation with other Bank’s services (notably Ops, FI, JU, OCCO, RM) and with other Divisions in TMR. S/he will also interact with external data providers

Accountabilities

  • Perform the activities related to the counterpart’s administration and maintenance (creation, modification, and reactivation of counterparties, end of validity, ratings)
  • Ensure the execution, in a continuous autonomous manner, of counterparts administration tasks with a particular focus on data quality:
  • Identify and collect the required documents for each counterpart
  • Input and update data in the central EIB counterparty database (“PiRat”);
  • Coordinate, update and store the relevant documents in the central document management system (GED);
  • Analyze EIB Counterparties (including complex ones) in order to complete and verify their identity, establish and understand their corporate structure, with regards to its shareholding, their management and their controlling entity/beneficial ownership, on the basis of specialist corporate data providers, publicly available sources and, if required, additional information provided by the services, with advisory support from OCCO for KYC standards and procedures as and when required;
  • Identify, collect and review required documentation related to the analysis of counterparties so to ensure the execution, in a continuous autonomous manner, of key KYC and counterparts administration tasks :
  • Input and update as appropriate the KYC data and documentation  in the central EIB counterparty database (“PiRat”)
  • Coordinate, update and store the relevant KYC documents in the central document management system (GED);
  • Perform as first point of control for the identification of any legal, corporate and compliance issue posed by the EIB counterparts;
  • Apply the rules for proper management of the KYC data according to best banking practices.
  • Raise red flags using own process knowledge and judgement. 
  • Liaise with staff in other services at the Bank for the collection, completion and validation of data when applicable;
  • Contribute to the development, the implementation and initiate improvement of the procedures for creating and managing the data of all the EIB counterparts in the central EIB counterparty database
  • Maintain accurate and complete KYC records on new and existing counterparties and ensure that relevant databases are updated to reflect completion of review and relevant details;
  • Perform on-going monitoring and periodical risk-based reviews of the KYC data of active relevant counterparties;

Qualifications

  • Secondary level education, complemented with at least a 2-year certification in a relevant field (e.g. economics, legal) or equivalent experience
  • Minimum of 3 years’ experience in a relevant business field, with at least 2 years in an operational position. Previous experience in the domain of counterparts administration or compliance would be an advantage
  • Good understanding of relevant KYC/AML-CFT regulations and best practices
  • Practical experience of the main information service providers on the market (e.g. rating agencies, KYC data providers, etc.) would be an advantage
  • Good working knowledge of Business Objects and MS Office Tools
  • Excellent written and spoken English and/or French*. Due to the wide geographic spread of EIB's counterparts in Europe (and outside), good command of any additional languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
