Your role & work environment

As member of a small team (3-4 people) within the CoE IT Strategy Implementation you support the IT domains of the Tech Market Leaders organisation with the definition and implementation of an effective sourcing strategy in executing the Accelerating thinkforward and Unite Be+Nl strategy and ambitions. The challenges in this role are

  • navigating and influencing the matrix, finding the right balance between our global strategy and local plans while respecting the autonomy of the teams.
  • managing senior stakeholders and creating consensus while driving the change.

    The ability to gain people's commitment and achieve good cooperation between teams is crucial for the success of this position.

    The purpose of the Portfolio Manager Sourcing Tech Market Leaders role is to facilitate and steer the definition of and to ensure the proper execution of the Tech Market Leaders Tech People Strategy with regards to IT Sourcing across Market Leader Tech domains; and this in line with the COO 2020 vision and IT Target Operating Model. This is done by actively managing the Tech Market Leaders Sourcing portfolio across Belgium (main focus of this position) and the Netherlands according to the group IT Outsourcing policy. In addition it also covers monitoring the progress and accompanying ING teams with transitions of application development, operations and maintenance work to ING Hubs or to ING's Sourcing Partners. You help adhering to ING One Agile Way of Working (WoW) across all departments while help ensuring synergy and cost-efficiency.

    Your key responsibilities

    You are responsible for:

    • Leading, as member of a small team, IT Sourcing for the Tech Market Leaders and its domains
  • Provide active guidance, checklists, central coordination and alignment.
  • Act jointly with the team as a SPOC towards Global Sourcing and Partner Management (GSPM), i.e. working closely with the GSPM Sourcing Portfolio manager for NL & Be.
  • Demand collection and allocation and coordination across Tech ML Sourcing initiatives to ensure adherence to ING's strategy and maximizing support to strategic objectives and programs like Unite Be+Nl, Welcome, Model Bank, etc.
  • Ensure risk and quality control by assisting in central data collection and reporting to enable 'real time' decision making based on actual status.
  • Manage performance and customer satisfaction review meetings with stakeholders to ensure delivery against set objectives
  • Facilitate decision taking by Tech ML management team with regards to IT Sourcing matters

  • Communicate on sourcing within Tech ML
  • ...
    • Acting as process owner for IT Sourcing process within ING Belgium
  • Keep Souring process up to date and communicated
  • Ensure compliance with IT Outsourcing policy
  • Control of status and risk management for the Tech ML organisation in cooperation with and supported by the GSPM Portfolio Manager
    • Fostering the SI partner eco-system for Innovation and sharing

    As a Portfolio Manager Sourcing Tech Market Leaders you will also need:

    • A Master degree
    • Experience

  • Significant track record in sourcing & vendor management (including Governance set-up and management), strategic project/ program management within a strong stakeholder experience and context in the IT area
  • Operating in an international work environment and on how change is designed and delivered (sensitive to cultural differences)
  • Significant experience with clear communication, escalation and programme interventions.
  • Global supplier management
  • Demand management - defining, tracking and tracing

    • Competences

  • Strong stakeholder management at senior management levels across a wide range of different stakeholders, a.o. IT managers, business owners, IT procurement and Strategic System Integrators. Ability to engage and influence at all levels of stakeholder, both internally and externally
  • Advocate of change and sourcing, with significant experience of implementing IT change programmes and change leadership to overcome resistance and help adjust where required.
  • Experience across multiple delivery methodologies, specifically ING's One Agile Way of Working
  • Analytical (quantitative/ qualitative) approach
  • Facilitation and influencing skills
  • Excellent communication skills

    • Ability to present formal /informal findings in a clearly defined and persuasive manner
    • Ability to design and facilitate a clear communication plan with all stakeholders
  • Ability to deal well with ambiguity and new content in a very broad range of and multi-cultural situations
  • Focus and result oriented, ability to function effectively individually as well as in a group
  • Emotional resilience and confidence: adapts easily to new environments; remains calm, and continues to perform under pressure; talks openly and honestly; gives and acts on constructive feedback.
