The EIB, the European Union's bank, is seeking to recruit for its Risk Management Directorate – Financial Risk Department – Treasury & Liquidity Risk Division – Liquidity Risk Unit – at its headquarters in Luxembourg, an (Associate) Liquidity Risk Officer (*). This is a full time position at grade 4/5.

Purpose

Contribute to the design, implementation and maintenance of EIB’s liquidity risk policies, as well as monitor and report on the related risk exposures, to ensure EIB Group’s ability to finance its assets, satisfy the demands of its counterparties and fulfil any arising obligations without incurring undue losses

Operating Network

Reporting to the Head of the LRU Unit, you will work in close cooperation with colleagues within RM and other EIB Group Directorates, notably Corporate Services, Finance, Lending, Financial Control, Information Technology and Internal Audit. You will also interact externally with peer institutions, consultancy and audit firms, rating agencies, supervisors and regulators, for liquidity risk management matters

Accountabilities

  • Contribute to the design, improvement and maintenance of the Liquidity Risk–related policies, procedures and methodologies, ensuring liquidity risk compliance with approved procedures and policies.
  • Contribute to the review and maintenance of the stress-testing framework for liquidity risk at Group (EIB and EIF) level
  • Contribute to answering ad-hoc requests from the Governing bodies and from the Banque Centrale du Luxembourg (BCL) in the domain of liquidity risk at Group level
  • Produce regular Liquidity Risk reporting for the internal and regulatory liquidity framework at Group level, EIB, including analysis of intra-group liquidity risk
  • Execute the data control process of the Division in order to ensure that the risk data are accurate and reliable and document data quality rules
  • Participate in the development and enhancement of the liquidity risk modelling of the Group’s activities, including contribution to the IT project on a Group DWH and the related ongoing maintenance afterwards
  • Analyse calculation tools for liquidity analysis and stress testing at group level. Contribute to the replacement of End User Computing Tools, documenting the related functionalities and data needs
  • Contribute to the official financial reporting of the Bank, in particular for what concerns IFRS liquidity disclosures
  • Support the implementation of the latest best banking practice evolutions on relevant subjects by following up on their technical implementation, including addressing specific observations by the BCL
  • Contribute to ensure consistency of practices in the liquidity risk domain at Group level.
  • Ensure back -up of tasks in the other areas of activity of the Unit
  • Contribute to the activities of the Asset/Liability Committee (ALCO) with written analysis and presentations. Seek managerial approval of proposed changes to the liquidity risk framework and adaptations to align the Bank to the applicable Best Banking Practices.

Qualifications

  • University degree, preferably in a quantitative subject such as Maths, Physics or Statistics, with exposure to finance, or in Finance/Economics with a quantitative background
  • At least 3 years of relevant professional experience in Liquidity Risk, Risk Management or Treasury activities
  • Direct experience of EU liquidity risk management/reporting is a clear advantage (eg EBA templates)
  • Knowledge of BCBS policy papers and EU framework for liquidity and funding risk
  • Deep understanding of the financial principles, methods and techniques applied to price and value the instruments used in financial markets, stress-testing methodologies
  • Excellent knowledge of MS Excel, Business Objects, SQL
  • Familiarity with the business models of EIB and EIF would be an advantage
  • Advanced VBA programming skills
  • Other programming languages (such as Python or C # ) is a clear advantage
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).Knowledge of other European Union languages would be an advantage

 (*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages

The term of the contract will be 4 years. The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
