The (Associate) Borrowing and Treasury Support Officer (internally referred to as (Associate) Officer Transaction Processing and Management) conducts key business analysis, data management and users support processes related to implementation and maintenance of the Wall Street System (“WSS”) in the Finance directorate in order to ensure the alignment of this application with operational needs; and configures instruments in the borrowing and treasury modules of the WSS in order to support the borrowing and treasury front-office activities of the Bank.

The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI) – Strategy, Policies & Business Support Department (SPBS), Systems & Data Management Division (SDM) – Borrowings and Treasury Support Unit (BTS) at its headquarters in Luxembourg, a (Associate) Borrowing and Treasury Support Officer. This is a full time position at grade 4/5.

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organizational requirements and individual performance.

Panel interviews are anticipated for beginning of January 2020.

Purpose

The (Associate) Borrowing and Treasury Support Officer (internally referred to as (Associate) Officer Transaction Processing and Management) conducts key business analysis, data management and users support processes related to implementation and maintenance of the Wall Street System (“WSS”) in the Finance directorate in order to ensure the alignment of this application with operational needs; and configures instruments in the borrowing and treasury modules of the WSS in order to support the borrowing and treasury front-office activities of the Bank.

Operating Network

You will report to the Head of Division and will work under the operational supervision of the Borrowings and Treasury Head of Unit. You will co-operate closely with the other teams of the Division and will be in working contact with WSS users in FI (finance directorate), FC (Finance Control) and RM (Risk management directorate) regarding business aspects, and with IT about technical aspects. You will propose and implement improvements with respect to the processes related to transversal projects and to the treatment of complex borrowings operations.

Accountabilities

  • Act as a project manager on various simple to medium/ complex business projects in the area of Borrowings and Treasury (e.g. new product implementation, new functionality introduction, WSS Upgrades, etc.)
  • Participate in Bank-wide projects and ensure the setup of the different process going from instrument configuration, the creation of portfolio structure including the settlement, accounting, limit and valuation processes as well as the reporting needs.
  • Perform Business process review
  • .Ensure user support processes related to the implementation and running of WSS mainly in the Finance Directorate, in Risk Management  directorate and Accounting division in order to ensure optimum efficiency and reliability of the application and related financial data, and user’s satisfaction.
  • Support the implementation of regular upgrades of the WSS by contributing to the development of business cases, facilitation of analysis workshops, the selection of the most effective solution and the definition and management of User Acceptance Testing (UAT) to ensure enterprise operational and IT deliverables meet the business requirements.
  • Provide functional support to business users in FI Directorate, RM Directorate and FC division
  • Gather and prioritise user requirements for maintenance and developments, support end-user in drafting business specifications, follow-up implementations
  • Analyse business requirements, specifications, impact on business processes, rules, procedures and resources
  • Report regularly on results achieved handling of errors and other incidents including business-side analysis, initiation of appropriate remedy actions or temporary work-arounds, follow-up of resolution in co-operation with IT, end-users, and potentially the software provider Configure instruments in the borrowing and treasury modules of the WSS in order to ensure a smooth processing and management of the transactions traded by the Capital Market Department and to a lesser extent of the Treasury Department in line with required standard with respect to settlement, accounting and valuations principles and rules.

Qualifications

  • University degree in business administration, finance or other related field
  • At least 3 years experience in the financial sector, preferably in borrowings, derivatives and treasury operations or in audit companies or business consultant companies.
  • Expertise in financial analysis as well as project management
  • Knowledge of financial applications namely WSS
  • Good EXCEL user and some knowledge of SQL
  • Experience with financial project management and in the establishment of procedures
  • Excellent knowledge of English and/or French(*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
