Description

Position Objective:
  • The Regional Head of GCB AML Compliance Risk Management (ACRM) is responsible for proactive and independent AML risk management and the continued development and oversight of the business implementation of the Citi AML Policy in APAC Consumer Banking business across 17 Consumer Banking businesses (12 in Asia and 5 in Europe)
  • Leading a team of Regional GCB ACRM officers based across APAC and EMEA, the GCB ACRM team provides oversight, advice and guidance to Country AMLCOs on the Consumer Sector, Regional Sector and Country AML Programs
  • The Regional GCB ACRM Head reports directly to the APAC Regional AML Head and matrix reports to the Global Head of GCB ACRM
  • The Regional GCB ACRM Head represents Citi AML in various senior management governance forums and provides a credible challenge to stake
Key Responsibilities:
  • Provide oversight for the AML compliance program across the APAC GCB businesses
  • Work proactively with the business to achieve risk management solutions within the firm's risk appetite while demonstrating credible challenge when and where necessary, including limiting business exposure, designing advanced or specific controls, and assessing control plans for adequacy of standards, resources and timeliness
  • Provide AML-related advice to the APAC Consumer businesses, ensuring AML standards are understood and implemented appropriately
  • Lead team of APAC GCB ACRM professionals.
  • Provide subject matter expertise to the APAC GCB businesses in designing, building, and implementing comprehensive enhancements to their AML compliance programs
  • Develop policy, procedures, and guidelines, and provide support to the business units in operationalizing AML-related activities
  • Review and assess new APAC GCB products for AML risk
  • Serve as AML representative to Senior Governance meetings including business product approval committees. Represent Citi as appropriate to external audiences through conferences, industry roundtable groups or participation in public/private partnership initiatives
  • Serve on the AML Governance and Business Risk Committees (GBRC) and participate in Business and Compliance committees or working groups as appropriate
  • Liaise with other compliance, risk, legal, and AML teams to provide a common AML voice for GCB
  • Liaise with regulators and internal audit staff for AML matters
  • Provide support for AML-related regulatory examinations, audit and reviews, document production, and issue responses related to the APAC GCB business
  • Maintain understanding of developments in APAC GCB products and services, including emerging issues in wealth management businesses, to identify AML opportunities; design and implement appropriate solutions; and leverage aspects of organization-wide compliance programs
  • Understand and monitor the legal and regulatory environment to provide up-to-date knowledge and expertise on the legal and regulatory environment relevant to AML compliance and the GCB Business
  • Provide support and guidance to Country AMLCOs on the Regional GCB and Country GCB AML Programs, as applicable. Guide and mentor in-country GCB AMLCOs on possible AML/TF risks, and on the prevention, detection and reporting of suspicious activity as required by Citi AML polices and applicable local law
  • Coordinates and consolidates timely, complete and accurate MIS/Dashboard reporting of Regional GCB-specific AML issues, and any other reports as may be required
  • Engage actively with AML Core program pillar teams, e.g. KYC, Monitoring and Investigations and Policy and Training, who are the subject matter experts  with regard to Citi's program standards, framework and technology applications, to develop and apply AML program solutions  that meet business and customer needs in a manner consistent with the Citi program framework


Qualifications

Experience:
  • 10+ years of experience in compliance, legal or other control-related functions in the financial services industry
  • Experience in the design and implementation of AML programs
  • Proven experience with internal control functions and regulators
Skills:
  • Excellent verbal and written communication and presentation skill
  • Strong interpersonal skills with ability to effectively interact with cross functional teams, management and front line associates
  • Excellent planning and organization skills
  • Excellent analytical, process management and implementation skills
Qualifications:
  • Bachelor's Degree required
  • Advanced degree (JD, LLM, MBA) a plus
  • Ability to lead a geographically dispersed team of AML subject matter experts
Competencies:
  • Comprehensive knowledge of Citi Global AML Policies and Control standards and policies, as well as the relevant Global GCB AML Program and policies
  • Significant knowledge of and expertise in AML regulations, risks and typologies globally, including those specific to GCB products
  • Ability to lead and influence people across cultures at a senior level using sound judgment, successful execution of strategies, and with an understanding of how to operate effectively across diverse businesses;
  • Ability to prioritize tasks and work under multiple time zones and tight schedule
  • Candidates must work collaboratively and creatively with the businesses they support, providing compliance guidance and administering the company's Compliance policies/procedures in a timely manner
